The mirror is outdated, yes - it is one problem. But in general case we don't have control over all mirrors, so that might happen. So, the real root cause is that OBS did rebuild package and kept old file name. It is kind of described in the OBS user manual about .deb

Unlike RPM, the release numbers are not increased automatically during build unless the keyword DEBTRANSFORM-RELEASE is added to the file

So, it looks the easiest fix at the moment will be if the maintainer of the package includes that flag, but I guess they don't respond to the last comment:

Unfortunately I don't have any easy solution for the problem then - you can use some good mirror directly, e.g. https://ftp.lysator.liu.se/pub/opensuse/repositories/home%3A/npreining%3A/debian-ubuntu-onedrive/Debian_12/amd64/ or try to fork the project in OBS and fix the flag, so this problem will not happen to your project.
