Missing error icon and message on Identifiers,Survey UI on no internet connection.

Summary: Missing error icon and message on Identifiers, Survey UI on no internet connection.There should be an icon and message on UI showing the error failed to fetch the data.

Steps to reproduce:

Clients->Pick a client->Turn Off internet->Identifies,Survey.

Expected behavior:

There should be an icon and message to show the error in absence of internet connection as present in other fragments.

Observed behavior:

Above property was absent.

Device and Android version:

Device:Moto G-3. Version: 6.0.1.
