Display custom Tier display names in Data Insights UI

Feature Currently, in the Data Insights section of OpenMetadata, custom display names configured for Tier tags (e.g., "Platinum", "Gold", etc.) are not reflected in the visualizations or labels. Instead, only the default tier names (Tier1, Tier2, etc.) are shown.

Describe the task When a Tier tag has a custom display name (set via the tag category), that display name should be shown consistently across all UI components, including the Data Insights dashboards and widgets

Proposed solution Update the Data Insights UI to resolve and display the displayName property of the Tier tag, if available, instead of falling back to the internal name.
