Standardize licenses across models

Each model has a different license -- in this repository, we've seen MIT, BSD, and Apache licenses. With ONNX's adoption in the LFAI foundation as a graduated project, we should move towards standardizing licenses to Apache 2.0.

ONNX is moving to Apache 2.0 + DCO. We will roll it out to all repositories under ONNX in the coming weeks. There are some specific steps provided by LFAI counsel that we need to take and will be shared with SIG leaders and community once the initial phases are completed.
