Code submission for FLIP fest 'Playground Feature: Improve the resource explorer 29 - Milestone 2'

Description

This PR contains code changes for my submission for the 2nd milestone on FLIP fest issue 29. It contains an implementation of a UI that will allow users to have a better experience with the resources explorer. I made a comprehensive guide with notes and instructions on how to run the updated UI locally HERE. In milestone 1 I indicated that the toast would appear at the bottom of the screen, but I iterated on the design and instead added it close to the transaction signers hover box.
