allow access to and creation of datamon repos, bundles, etc. thru an android client

personal predilections influencing creation of this issue include

  • the utility of actor model style concurrency offered by the Dart programming language
  • platform independence of hi-perf ui available from the Flutter ui framework

the primary expectation to mention for the present is that this a low-priority issue, something that'll be summarily shifted to background for the next several months.

i can and will provide greater detail upon returning to the datamon and pipelines projects.

pending the current development cycle on flood-pipeline-worker, i am doing everything i can to effectively background datamon and pipelines while not totally dropping the ball on existing responsibilities.

additionally, i think we'll get greater detail on the use case once the simulation visualization features planned for the current cycle are realized.
