[HIP] Implement kernel set spec constant query

Handle the UR_DEVICE_INFO_KERNEL_SET_SPECIALIZATION_CONSTANTS device query to report the feature is not supported. This also causes the urKernelSetSpecializationConstants tests to be skipped.
