FPGA: removing all license and third party programs files from FPGA samples

The license.txt and third-party-programs.txt files are referenced in each readme. These references point to the files at the very top level of the repository. There is no need to keep copy/paste these files in each sample.

This has been validated by @ishaghosh27 and legal.
