Manage services from the omero settings

It woudl be great to be able to manage services (whether they are on or off) configurable from omero settings, so for example I could turn off pyramid generation if needed

That's something we tried ages ago in omero-grid-docker: https://github.com/ome/omero-grid-docker/blob/master/omero-grid/process_defaultxml.py

I don't know how much work it'd be to update that script and build it into omero admin
