Plugin Installer crashes after selecting the directory

I downloaded the older version of MMD 9.26_x64 and clicked run on mmd install manager. after selecting mmd 9.26 directory it then crashes or closes. it doesn't let me install MMDPluginInstaller.

I have unblocked the folder turned off my pc antivirus and it still crashes.
