Enumerate quirks and note in code & docs

We have reason to hope that GM's IO will improve in the long term; in order to ease an eventual transition and improve transparency both in the library and in documentation for our myriad workarounds, we'd benefit from a name/number format so quirks can be easily cross referenced between issues, documentation and code.

Alternatively we could track these individually as GitHub Issues and link both docs and code to the Issue, and to the relevant code & docs content from the Issue, but this seems like unwanted Issue clutter for what are arguably 'solved' problems
