Add support for ITI-20 FHIR Auditing

FHIR auditing was added to ITI-20 (i.e. sending and receiving FHIR AuditEvent resources via HTTP(S) in addition to sending DICOM AuditEvents via TLS or UDP-based Syslog.

There is already a FhirAuditSerializationStrategy in ipf-commons-ihe-fhir-r4-core module, but a HTTP/FHIR Client-based TransmissionProtocol (HTTP POST) is missing. Also an ITI-20 FHIR consumer to receive AuditEvents should be added.
