Support RPM build option

Hi, I'd like to request support for building RPMs. Happy to contribute this as well but I probably wont get to it until I wrap up the CLI I'm building and then I'll be able to hack on build stuff. I suppose I also wanted to gauge the appetite for having this ability.

I'd be happy to have it. It's been a longstanding request for the Heroku CLI: https://github.com/heroku/cli/issues/369

I don't know much about rpm but the deb stuff in here should be useful to look at for inspiration.

Yep, totally. I'm fairly comfortable with building RPMs so it shouldn't be too bad. I'll update this issue when I start working on it which will likely be in 1 to 2ish months.
