Document making a new GitHub repo

Making a new GitHub repo involves adding the LICENSE file, adding proper hooks, setting up Jenkins, which isn't immediately obvious.

I think we should hold off on this until we have a clear plan in place for IRC integration (which we can't currently set up for new repos).
