Proposal Portal - Update Editor to funct for Deliverables-Feedback

Challenge:

When writing a feedback during rejecting or accepting a proposal, it will not project the formatting to Port (compare Screenshots).

Would be cool to be able to write the text in the input field in Seed Portal, without having to edit it from scratch again in port.

Context:

We want more core (and working group) members to review deliverables over time. Let's make it doable / comfy for them.

DoD:

• [ ] It is possible for the author to write a multi-line text when adding a comment, including line breaks
• [ ] Formatting from the comment text is reflected in Port (incl: line breaks)
