[Bug]: failed to open obclient on Windows Server 2022

What happened?

Failed to open obclient on Windows Server 2022. After debug, I found this is because the mscvp140.dll and vcruntime140.dll is too old for Windows Server 2022. Replacing these two dlls would resolve this issue.

How can we reproduce it (as minimally and precisely as possible)?
