[Bug]: obtenant's topology diagram should show the actual unit distribution

Describe the bug

oceanbase dashboard should show tenant's unit distribution based on actual status, but not definitions in spec, When add or delete a unit in a specific obzone the topology diagram changed immediately, but the actual unit is not ready yet.

Environment

oceanbase-dashboard 0.2.0 ob-operator 2.2.0 oceanbase 4.3.0.1

Fast reproduce steps

create a obcluster and a tenant add or delete a unit for the tenant

the topology diagram shows the actual unit distribution
