Make `+package` meta mandatory?
In Java, Kotlin, and Golang, you must always specify package for the file. Perhaps in EO this can be made mandatory as well.
This will make the structure of the program more uniform.

@mximp let's implement a new XSL inside eo-parser, which will create a warning if +package+ meta is not present.
@mximp, do I understand correctly that we want to have exactly one meta +package <package_name> and it should not be empty?
