Include Growl for Windows in our NSIS package

From some cursory research it seems like it shouldn't be too difficult to include Growl for Windows in our NSIS .exe package (re: Issue #63).

At the very least we should include a link to Windows users that they need to install Growl for Windows in order to see notifications.
