Introduce validator discovery mechanism

Currently our clients only ever query our 3 validators even though we have over 20 on our testnet. We should have some endpoint, like https://nymtech.net/validators or another mechanism to grab list of all active validators and be able to query any one of them.

re-opening as this this does not give us the list of rpc addresses which was the idea behind this ticket.
