User configurable RPM range for FATS

Allow the user to define the upper and lower RPM values for the FATS time calculation.

Within Options add the ability for the user to Edit the FATS RPM limits. Similar to the Minimum RPM and Maximum RPM settings within the Configure Filter menu.

Values should be saved as defaults.
