Chinese character will be announced twice in CMD application window.

Steps to reproduce:
- Press win+r to open run dialog.
- Input cmd then press enter key.
- Press numpad7 or numpad 9 to navigate the window to find Chinese character.
Expected behavior:
All characters will be announced normally.
Actual behavior:
All Chinese character will be announced twice.
System configuration:
NVDA version:all
NVDA Installed or portable: install
Other information:
Windows version:windows 10 any version

Does the issue still occur after restarting your PC?

It's not new feature. There are still presist bug, not a perfect version of NVDA.
