Focus highlighter does not start when used in a profile

Note: issue found while testing a PR to come.

Steps to reproduce:

0. Start from a brand new NVDA without any config, e.g. nvda -c path\to\an\empty\folder
1. Create a profile TestHighlight and activate it
2. While this profile is active, activate "Highlight system focus" in the Vision parameters and validate
3. In the Input Gesture dialog, map a gesture to this profile, e.g. NVDA+windows+A and validate
4. Restart NVDA, what will also save the profile's settings
5. Press the gesture to enable the profile and move the focus around.
6. Open the Vision parameters dialog
7. Do not modify anything and press Escape

Actual behavior:

• At step 5, the speech synth reports the profile activation but the focus highlight rectangle does not show up.
• At step 6. all the highlight checkboxes are unchecked
• After step 7, the focus rectangle shows up

Expected behavior:

• At step 5, the speech synth reports the profile activation and the focus highlight rectangle shows up.
• At step 6. all the focus highlight checkbox should be checked.

Yes. Same issue with NVDA 2019.3.1 (portable)
