Input Gestures: Allow Configuration of all Gestures via the Input Gestures Dialog irrespective of Context

Is your feature request related to a problem? Please describe.

Currently, the gestures displayed within the Input Gestures dialog are context-specific - that is, it's only possible to edit gestures relating to Browse Mode, for example, when Browse Mode has been activated within the current document.

Describe the solution you'd like

Some users may wish to have the ability to edit all gestures at once, rather than waiting for particular contexts. Could we possibly consider adding a checkbox to the Input Gestures dialog that would display all available gestures that can be bound/edited?

I also prefer an input gesture that is not based on the current context, that is at anytime, when you open the input gesture dialogue, you are albe to see and modify all the gestures.
