docs(adding fa directory): translate docs in persian(فارسی) language

Adding new language(fa) to content directory.

And here is the task list for translating the docs get-start. I feel dedicated and want to actively contribute to translations and also can help reviewing pull requests for persian(fa-IR) translation:

• [ ] 5.conclusion.md
• [ ] 6.upgrading.md

And one more thing: since the persian translation(fa) has direction rtl, we need a dir="rtl" in HTML for the language that are in RTL mood. in the previous version there was a rtl.css file in the nuxt project. but i didn't find it in new theme.

Hi @artmarydotir , thank you very much for the contribution and that dedication :green_heart: We will have to discuss and adjust the translation process in the following days at NuxtLabs, so it is easier to maintain and it stays as much up-to-date as it can. And as it will be stated later, each new language accepted and available on the website will need a minimum of one dedicated contributor to review. I let your PR pending and I will come back to you very soon, on this PR, once we have defined what we need. Thanks again for your work!

Hey @artmarydotir , sorry for the delay. "Translations Policy" has been discussed at NuxtLabs, I've updated the guide #1777. As you can read at the beginning of this guide, we will now require a Lead Translator in order to add a new language. Would you like to be one of them?

Hi @smarroufin, thank you i read the updated guide. and Yes I would be very happy to be one of the lead translator. Also i have a question: Does the lead translators team allowed to translate too? Or they just only allowed to review pull requests?

Of course you can translate! It will be very appreciated as always! :green_heart: Our main concern is that the translations are supervised/verified by at least one person. I reworked the guide a little so it is clearer :sweat_smile:
