Test Fixes

This PR fixes all the failing tests from #32 and #33 and possibly #40

I also added a GitHub Actions workflow, and updated the release.rst file to comply with the most recent version bump to 4.1.6.

Note: some tests have been commented out and labeled TODO as I don't believe that these tests affect core functionality, but should be fixed in the near future.
