Allow people to edit tooltip colors

Tooltips from the menu are often helpful to the user when they want to know what a setting does in the menu but i have a slight issue and thats the ability to change the colors of the tooltips.

you can change the color of just about anything in the menu except tooltips which can be an eyesore, like each time you hover an item and see the slightly dim grey over something like a bright pink background, and i know you can add this.

   zk.style.tooltip.border

this is not a "need this feature right now" type of thing but it's something you should add in the future.
