[RFE] RSS link should be relocated

At the moment, the RSS link for a PyKwiki site is in the footer. I think it should instead be moved to the navigation bar, probably near the "Search" field, and feature an RSS icon to make it obvious.

My reasoning for this RFE is that a site's RSS feed is an important means of accessing a site's content. Many people access content only via RSS feeds, instead of via the site directly. Moving the RSS link to the site's header would make it more visible.
