ganache-cli unable to handle txs from the PRE node

Describe the Bug When trying to run a PRE node against a ganache-cli instance, the following error occurs when the operator account tries to bond to the stake. This occurs on the ganache-cli

Error: Incompatible EIP155-based V 1 and chain id 1. See the second parameter of the Transaction constructor to set the chain id.

To Reproduce

1. Start a local ganache-cli node

npx ganache-cli -f https://eth-rinkeby.alchemyapi.io/v2/xxx

2. Have everything setup such as T stake and funding of the operator account, do not bond the operator account to the stake

3. Start a PRE node against the ganache-cli node using http://127.0.0.1:8545 as the eth_provider_uri
