Yup, this is intended but I'll leave the issue open to be sure to add better feedback for it so it doesn't seem like a bug. It's clearly confusing a lot of players.

I've improved this over a few versions and I think the latest makes it much clearer that some levels just don't have camps. I will close this issue for now.
