ACF Cannons spawn spamming

Due to the new update, its pretty easy to have a gun, wire Fire to Munitions on an ammo box, save a dupe, and spam ACF Shots.

IMO the gun should go through the normal reload on spawn, instead of being fully loaded.

I could put a couple second delay on load to reduce abuse, but I dont want a full reload period; it's punishing for pasting contraptions with long reloads like mortars, smoke launchers, and 203.

It's more of an issue for server admins to address abuse of, in my opinion.

A configurable delay would probably be the best middle ground
