Add HE Fuses with noise

Added an input for HE fusing input to a gun that only works with HE ammo on guns between 30mm to 100mm. The fuse has a noise value that can range from anywhere from +/-0.3 mult on low caliber guns to +/- 0.6 mult on 100mm guns.
