update to latest and publish, NER support in CORE 6

Hello now that core has fully coverage including the new portable libs. can you release this as a .NET Core 6 LTS nuget.

I have an asp core package that is struggling to run this.

Also can you please help to make sure it runs with the latest NLP lib.

It would be possible to update to .NET 7 as well? I tried to run that using donet 7 but it doesn't work there at all

NltkNet does not maintained last 3 years because of no time/motivation. If you can create pull request with updated .NET framework and IronPython versions then I'll publish it with respect. Thank you for understanding.
