Add requirements for Trust Policy management.

PR for #83 , Trust Policy management and Trust store updates, there are no comments on the corresponding hackdoc to track. Also created a new folder for requirements so that we don't crowd the top level dir.

This PR will complete the last remaining issue around Trust Policy mgmt, and once merged we can close https://github.com/notaryproject/notaryproject/issues/83
