exit_on_error=false again

#113, #153, #155, #171 were closed because the intent was to preserve the same behavior as Python argparse, which has had a long-standing bug where exit_on_error=false would still exit.

That issue is now fixed since June of 2024, hence this package should be updated to reflect the new behavior.
