Add support for gh repo -f user/repo

It would be nice if we could simply pass in the user/repo instead of -u user -f repo.

How do you guys imagine that in the api level? Should it be a new param, for example --url?

gh pr 1 --close --url tomzx/php-i18n

--url sounds fine.
