[Feature]: Option to omit age_error definitions

Describe the solution you would like.

It would be convenient to be able to omit the age error vector input in the data file. If the user elects to enter 0 as the number of age error vectors, then the system would create a single age error input vector such that all ages were treated as perfect. Then when the age composition and mean size-at-age data are read, the system would substitute value of "1" for whatever value was read from the data file.

Interest in an option like this occurred in correspondence with Jim Ianelli
