[Feature]: enhance functionality and output when using continuous seasons rather than seasons within years

When doing continuous seasons, the current code provides little capability to reference true years and true ages. Everything treats the continuous seasons as if they are years. The only exception is recdev cycle which enables a repeating pattern of recdev offsets to approximate annual recruitment pattern. Possible augmentations include:

• [ ] Add start year and N periods per year such that reporting can be in conventional year, season format
• [ ] Add capability for seasonal patterns in devs for MGparms and for selectivity and for catchability.
