Add Microsoft NDIS/LWF protocol driver sample code to Npcap 3rd party software docs

As part of fixing an issue, @dmiller-nmap is introducing some code from the MS sample NDIS protocol driver. It also looks like Npcap has some previous (early days of Npcap development) code from Microsoft's sample LWF protocol driver from the same repo. The Microsoft Public License applied to the code is simple and super permissive, but we still should document it in Npcap-Third-Party-Open-Source and possibly other places.
