Windows 11 upgrade breaks npcap 1.60

If you install npcap 1.60 on Windows 10 then upgrade to Windows 11, npcap breaks, you can see this being evidenced in the XLink Network Diag tool upon loading the library https://cdn.teamxlink.co.uk/crunchbite/XLink_diag_interface_list_v0.1.exe, and in XLink Kai, also other projects that can use npcap as they can't load the library.

If you fully uninstall npcap 1.60 and reinstall it on Windows 11, it will work, however on the 10 to 11 upgrade it seems to still keep the driver loaded, and Windows doesn't uninstall it or anything.
