Zooming out after continuously zooming in does not load tiles other than the current tile

The issue is inconsistent but here are the steps to repro:

• zoom in, pan continuously until the last level.
• current tile is displayed on the map (correct)
• start zooming out. The neighboring tiles are not loaded.

I was using http proxy charles while this happened.

I've never seen this. But can you clarify the first step in your reproduction steps:

• zoom in, pan continuously until the last level. Not sure I understand what you mean.

Also, the last step. How are you zooming out? Double-tapping the screen, or pinching?

Can you reproduce this without Charles Proxy in the way?
