Ability to specify request body size in supported runtimes.

Hello!

I was recently working on a project and ran into the admittedly nice issue of getting HTTP 413 errors with a Bun server, as it turns out, it has the maxRequestBodySize setting on 128MB by default, which I can easily change in the bundled server code, but not in the nitro config itself, which isn't exactly optimal.

I don't know exactly how many of the runtimes nitro supports let you configure this directly, but I'd be willing to help contribute to this feature!

Not having this option is quite limiting as you can't even utilise proxyRequest when the body is too large.
