Building with cmake

I integrated in my project Opt using cmake and would be happy to try getting everything in Opt to build with cmake if that would be of any interest.

Please let me know.

I would certainly be happy to merge a cmake system in parallel with the current build system for people who use cmake, though I cannot commit to maintaining it at the moment.

I'm gonna try to document it a bit and make a PR this weekend if I do get the whole thing building with cmake. For now I managed to do it but not the whole process is automatic. I'm gonna try to get a FindOpt.cmake kind of thing working, but I'd probably need to do the same for Terra, which is harder
