Plugin options do not scroll all the way down?

Are y'all aware that scrolling within options doesn't seem to work. I detect it has something to do with design as I switched away from Cybertron to test.

I wanted to bring this to your attention again. As you can see from the pic, neither the left side navigation nor the plugin list scroll all the way to the bottom. Is there a solution to this?
