[pitch] Adding headers for SwiftPM

Hi,

This issue is really just to check whether you'd invite a PR for the addition of two headers to dispatch.h that are required for the Swift Package manager to work. It wouldn't be permanently necessary (they're trying to make it happen "automagically" in SwiftPM https://github.com/apple/swift-package-manager/blob/master/Documentation/SystemModules.md ). If you don't want the cruft, no problem, I can keep it in a private repo.

Hi, sorry for the delayed response. I haven't really been following Swift development, but it sounds reasonable to me. Feel free to submit a PR!

Hi Nick, thanks for responding. I may not bother you with this, it seems like Apple (and a few outside contributors) have started working on the libdispatch portion of that project. They're saying it's a few weeks away. For now, I'm going to just wait and see there. If it doesn't work out I'll submit. Thanks again!
