--postbinning_input to include only bins (no unassembled contigs)

Description of feature

Following up on my Slack message (10/16/2023) and as per @jfy133 to post a feature request:

"It is possible to only annotate the refined or binned mags, and not the unbinned scaffolds, without skipping the Prokka annotation step altogether? I’ve been using the --postbinning_input refined_bins_only but it looks from the docu that either option also annotates the unbinned scaffolds. The unbinned scaffold annotation tends to take a really long time for me/and lots of disk space for some reason."
