Remember last used target language

Remember the last used target language (in local storage?) and set it as default when returning to Translate. If I am working on a document I have to select the target language every single time. This is annoying.
I originally reported this here: https://github.com/nextcloud/text/issues/4219 @datenangebot suggested it to be tracked in the Translate repo, but I didn't follow up. So I'm doing that now :) EDIT: moved from Translate repo to Text repo.
Steps to reproduce
- Open a .md file
- Type some text
- Open Translate, select a target language
- Translate it
- Return to editing/writing some text
- Open Translate again
Actual behaviour
The target language is empty, I have to select it again.
Expected behaviour
The target language should be set to the language that I used when I opened the Translate modal for the first time.
