[Bug]: 28.0.2 RC5 - NC does not accept theme color changes in the administration panel

Bug description
It is not possible to change the theme color in the administration panel when the "Disable user theming" option is enabled. If you turn off the "Disable user theming" option, color changes are possible. When you turn the "Disable user theming" option back on, the color returns to the default.
There is only 1 user - administrator.
Steps to reproduce
- Go to "Administration settings" -> "Theming"
- Turn on "Disable user theming"
- Select new color
- No changes
- Turn off "Disable user theming"
- Select new color
- It changes
- Turn on "Disable user theming"
- The color returns to the default even though the displayed HEX value is different
Expected behavior
In version 27.1 the problem does not occur. The color change option should be available to the administrator regardless of the position of the "Disable user theming" function
