Loss of Administration/Office settings

Describe the bug

After upgrade Administration/Office settings are no longer visible to edit.

Not sure if this while upgrading from 24.0.2 to 24.0.3 or 24.0.3 to 24.0.4.

To Reproduce Steps to reproduce the behaviour:

1. Go to Sites Settings
2. Click on Administration/Office
3. See error
