Adding a global configuration for "subscribe to notification"

Describe the goal you'd like to achieve

• My users often forget to check "subscribe to notification" so they forget their polls. So they prefer to use other solutions than Nextcloud Polls.

Describe possible solutions

• It would be nice that the "Subscribe to notification" be checked by default for all users. It could be an new option on system wide options added to poll configuration.
